  • This council (note the cowardly absence of an apostrophe in 'Citizens') advises the National Institute for Health and Clinical Excellence in England and Wales on critical value judgments associated with health technology assessments and clinical guideline development. Topics addressed have included: factors to take account of in assessing need ; whether age of patients should be taken into account in deciding what treatments are available in the National Health Service ; and whether orphan drugs ought to be given special consideration. It is like a consensus panel or focus group and the membership is designed to represent the broad characteristics of the population of England and Wales.
