  • A penalty imposed by a court which has ruled against the defendant in a civil action or lawsuit. Civil monetary penalties do not constitute criminal punishment, but are meant to provide compensation or restitution to the plaintiff. A foreign exchange broker who has failed to deliver on promises made to clients might be assessed a civil monetary penalty if ruled against by a civil court.
