  • The time required for a moving storage medium to stop after a reading or writing operation. For example, the time it takes a tape reel to stop spinning before or after a read operation. Applies mostly to magnetic media, but may also include optical media such as CD-ROMs.
  • The time it takes a moving part of a storage medium to stop after a reading or writing operation. Such a part may be, for instance, an access arm or a read/write head.
