    Strong dominance exists when one option, technology or intervention is more effective and has lower costs than another. Weak dominance exists when one is at least as effective and has costs lower or has the same costs but greater effectiveness. Similarly, a distribution of something (such as mortality in country X) is said to dominate another (say, country Y) if it lies above it at every value or interval.
