  • Instruments of obligation that, by permission of the public through referendum, are issued to investors by a subdivision of government. These bonds promise incremental payment of principal and interest from revenues collected annually by the government. In return, funds are supplied by investors and are used to pay for the construction of publicly owned buildings or other public works projects.
