• adjective of good quality, like a Swiss watch. An expression used on campus in the USA since around 2000.
• adjective inferior, useless. Viz comic’s Profanisaurus records this usage in 1999. It may be an irony, or just possibly related to a Victorian use of Swiss to mean bogus or exaggerated, as in a ‘Swiss Admiral’.
