- A device which changes one video scan format into another. For example, that which converts the video output of a computer into an NTSC TV signal, or from an NTSC signal to a PAL signal, a PAL signal into an HDTV signal, or plan position indicator images into those which can be viewed by a computer monitor or TV. Also called video converter, or scan converter.
